The line, in one sentence
Federally, hemp is Cannabis sativa L. with ≤0.3% delta-9 THC on a dry-weight basis
(7 U.S.C. § 1639o); above that line it is marihuana, a Schedule I controlled substance
(21 U.S.C. § 802). A Schedule III reschedule is proposed but not final, and state law varies widely.
